Salary = $56.06 - $64.39 per hour depending on qualifications

PURPOSE OF CLASSIFICATION

The purpose of this classification is to ensure the health and viability of the county’s shared hardware, network, and information resources.  Duties and responsibilities include evaluating the IT infrastructure in terms of risk to the County, establishing controls to mitigate loss, recommending improvements in current risk management controls, and ensuring that information is safe, fast and reliable. Duties and responsibilities also include monitoring bandwidth allocation and utilization, performing backup management and disaster readiness, monitoring centralized hardware health, auditing County technology resources providing general on-site technical assistance, performing component level computer repair and installation, developing/implementing special technology projects, and performing other duties as assigned. Reports to County Mayor.

ESSENTIAL FUNCTIONS

The following duties are normal for this position.  The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.  Other duties may be required and assigned.

Oversees daily operations and maintenance of departmental computer hardware and software systems; installs and/or sets up hardware configurations; monitors the system for equipment failure or errors in performance; troubleshoots computer problems and performs minor computer repairs; modifies existing databases and database management systems, and evaluates need for and recommends upgrades.

Oversees the design, implementation, support and maintenance of the County’s data networks,
telecommunications systems and all wireless communication devices; reviews/audits existing network infrastructure
and develops a phased approach to achieve necessary improvements; evaluates requirements for new locations,
develops specifications and oversees implementation.

Researches, evaluates, designs, and engineers network installations to meet needs of the County, including basic
project management; assists in the planning and design of network architecture; develops hardware, software, and
integrations requirements and configuration; recommends and develops standards; installs, maintains, and supports
network equipment and operating systems.

Provides database and administrative support to county personnel, sets up equipment for employee use, sets up equipment for employee use; sets up user accounts, regulates and monitors file access to ensure confidentiality and proper use, ensures proper installation of appropriate software, answers questions and troubleshoots technical difficulties related to the database, workstations, software, hardware, and passwords. 

Maintains appropriate procedures, processes and policies that efficiently enhance data integrity, including maintaining system security rights and accessibility through user accounts.

Approves, schedules, plans and supervises the installation and testing of new products and improvements to computer systems, such as the installation of new databases.

Develops database queries and reports as needed to provide information as required by individual departments daily, monthly, and/or annually to serve department needs and/or report on department functions.

Develops and implements policies to guide data entry, ensures that the databases effectively capture information and generates accurate reports. Maintains a structure within the databases to identify specific segments of data for various analysis and statistical purposes; generates tabulated reports, charts, and plots of distributions and trends, descriptive statistics and complex statistical analyses, and the development of any models and ratios needed by department.

Operates a computer to enter, retrieve, review or modify data; verifies accuracy of entered data and makes corrections; performs maintenance of computer system and office equipment, such as backing up data or replacing paper, ink, or toner. Learns new software applications and procedures when necessary

Works as part of a project team to coordinate database development and determine project scope and limitations. Assesses the usefulness of pre-developed application packages and adapts the package to the user environment. Assists programmers and system analysts in testing and debugging new programs; test programs or databases; corrects errors and makes necessary modifications. Coordinates service/repair/implementation activities with outside vendors as needed.

Provides training to staff members in operation of computer systems and software programs, provides uswers with assistance solving computer related problems, such as malfunctions and program problems, answers users’ inquiries regarding computer software and hardware operations to resolve problems; develops training materials and procedures.

Performs customer service functions in person, by telephone, and by mail; provides assistance and information related to computer operations and related activities, procedures, documentation, timetables, or other issues, responds to routine questions or complaints; initiates problem resolution.

Implements security measures to safeguard computer databases.

Communicates with county commission, county mayor, county officials and department heads, employees, and other individuals as needed to coordinate work activities, review status of works, exchange information, resolve problems, and or give/receive direction. Confers with staff, users, and management to establish requirements for new systems or modifications.

Maintains daily record of data communication transactions, problems, and remedial action taken.

Manages Internet protocol addressing scheme in accordance with accepted Internet practices.

Acquires computer equipment for project installations in County departments; handles returns and repair of
warranty items with vendors. Performs component level computer repair and installation of computers and related peripherals.

Assists in system administration of county mainframe, including network management, assisting users with
software application failures, and other related functions; performs various administrative functions, including
assigning user rights, setting up printers, implementing backups, data recovery, and security monitoring procedures.

Serves as system administrator of county servers; integrates servers and workstations into County networks and
Microsoft Exchange GroupWare administration.

Manages telecom functions as well as voice and data communications for the county; purchases telephone hardware; provides recommendations on telecom hardware; ensures hardware is consistent with the technical direction the County plans to take.

Compiles and assists with assigned technical bid specifications internally and for other departments; leads in writing
technical specifications for and participates in procuring network related hardware, components, communication
lines and diagnostic equipment; analyzes specifications prepared by subordinate staff to ensure compatibility and
conformance with existing network design; leads in analyzing the capabilities of various hardware and component
features and identifies practical applications to the county service.

Tests, evaluates, and recommends software and hardware for purchase by the department and other departments;
obtains competitive pricing, evaluates vendor proposals, and coordinates purchasing and installation.

Manages computer, telephone, and security issues for County buildings; coordinates with vendors to order and
install new equipment; coordinates with public building authority, architects, construction superintendents,
subcontractors, and others to conduct new building activities.

Develops and implements special technology projects.

Provides general on-site technical assistance.

Maintains inventory of supplies related to computer components; initiates orders for new or replacement materials.

Maintains and monitors compliance of licensing information for county software.

Maintains a comprehensive, current knowledge and awareness of technology and technical support; reads
professional literature; maintains professional affiliations; attends classes, workshops, and training sessions as
appropriate.

Developing Cyber Security vision, strategy, implementation, and a training roadmap.

Identify department information security problems and craft tailored solutions for each department.

Designing, architecting and implementing Cyber Security.

Managing Policy and Compliance, Risk, Potential Vendor Risks, and Data Privacy.

ADDITIONAL JOB FUNCTIONS

Provides technical support and maintenance for all County departments.

Provides assistance to departments throughout the County in special computer related projects.

Performs other related duties as required.

Leads and mentors the IT team, assigning responsibilities, setting goals, and providing guidance and professional development opportunities to team members. Fosters a collaborative environment, ensuring open communication and teamwork to efficiently manage the County’s IT infrastructure. Conducts regular performance evaluations and provides feedback to support growth and improvement.
Keeps abreast of emerging technologies, trends, and best practices in IT and IT Security by attending relevant conferences, workshops, and training sessions. Implements a continuous learning culture within the team to maintain the highest levels of innovation and security. Monitors industry developments and cybersecurity threats to proactively update and refine security protocols and IT strategies. Ensures the department remains compliant with all applicable cybersecurity regulations, standards, and frameworks.

Collaborates with the State of Tennessee to ensure compliance with state-mandated IT security standards and regulations. Regularly review and implements state guidelines and best practices to maintain a high level of cybersecurity across all county systems. Coordinates with state IT security representatives to address any evolving requirements or changes in security protocols and ensures that all county IT practices align with state policies to safeguard data and infrastructure.

MINIMUM QUALIFICATIONS

Bachelor’s Degree in Information Systems, Data Processing, or Computer Operations required (or equivalent), A+
Hardware Certification, Microsoft Certified System Engineer, Cisco Certified Network Professional or Cisco
Certified Network Designer, Familiarity with NIST and ITIL foundations, CISSP, CSO, CISM , or Security+ certifications; supplemented by three (3) to five (5) years of experience involving information systems operations/maintenance, IT security and personnel management; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position. Must possess and maintain a valid Tennessee driver’s license. Special clearance needed for certain assignments which requires a background check and fingerprinting.
